第一章 总则
Chapter I General Provisions
第一条 为了规范数据处理活动，保障数据安全，促进数据开发利用，保护个人、组织的合法权益，维护国家主权、安全和发展利益，制定本法。
Article 1 This Law is enacted for the purposes of regulating data processing activities, safeguarding data security, promoting data development and utilization, protecting the lawful rights and interests of individuals and organizations, and maintaining national sovereignty, security and development interest.
第二条 在中华人民共和国境内开展数据处理活动及其安全监管，适用本法。
Article 2 This Law shall apply to data processing activities conducted within the territory of the People's Republic of China and the supervision of their safety.
在中华人民共和国境外开展数据处理活动，损害中华人民共和国国家安全、公共利益或者公民、组织合法权益的，依法追究法律责任。
One that conducts data processing activities outside the territory of the People's Republic of China to the detriment of the national security, the public interest, or the lawful rights and interests of any citizen or organization of the People's Republic of China shall be held legally liable in accordance with the law.
第三条 本法所称数据，是指任何以电子或者其他方式对信息的记录。
Article 3 For the purposes of this Law, "data" means any record of information in electronic or any other form.
数据处理，包括数据的收集、存储、使用、加工、传输、提供、公开等。
"Data processing" shall include the collection, storage, use, processing, transmission, provision, and public disclosure of data.
数据安全，是指通过采取必要措施，确保数据处于有效保护和合法利用的状态，以及具备保障持续安全状态的能力。
"Data security" means that necessary measures are taken to ensure the state of effective protection and lawful utilization of data and have the capability to safeguard the continued state of security.

第七章 附则
Chapter VII Supplemental Provisions
第五十三条 开展涉及国家秘密的数据处理活动，适用《中华人民共和国保守国家秘密法》等法律、行政法规的规定。
Article 53 Where data processing activities related to any state secret are conducted, the Law of the People's Republic of China on Guarding State Secrets and other laws and administrative regulations shall apply.
在统计、档案工作中开展数据处理活动，开展涉及个人信息的数据处理活动，还应当遵守有关法律、行政法规的规定。
Conducting data processing activities in statistical or archival work, or in relation to personal information shall also comply with the relevant laws and administrative regulations.
第五十四条 军事数据安全保护的办法，由中央军事委员会依据本法另行制定。
Article 54 Measures for the protection of military data security shall be separately formulated by the Central Military Commission in accordance with this Law.
第五十五条 本法自2021年9月1日起施行。
Article 55 This Law shall come into force on September 1, 2021.

第一条 为了维护国家主权、安全、发展利益，保护我国公民、组织的合法权益，根据宪法，制定本法。
Article 1 For the purposes of safeguarding national sovereignty, security, and development interests, and protecting the lawful rights and interests of Chinese citizens and organizations, this Law is developed in accordance with the Constitution.
第二条 中华人民共和国坚持独立自主的和平外交政策，坚持互相尊重主权和领土完整、互不侵犯、互不干涉内政、平等互利、和平共处的五项原则，维护以联合国为核心的国际体系和以国际法为基础的国际秩序，发展同世界各国的友好合作，推动构建人类命运共同体。
Article 2 The People's Republic of China pursues an independent foreign policy of peace, insists on the five principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other's internal affairs, equality and mutual benefit, and peaceful coexistence, and safeguards the international system with the United Nations as the core and the international order based on international law, develops friendly cooperation with countries around the world, and promotes the building of a community with a shared future for mankind.
第三条 中华人民共和国反对霸权主义和强权政治，反对任何国家以任何借口、任何方式干涉中国内政。
Article 3 The People's Republic of China opposes hegemonism and power politics, and any country's meddling in China's internal affairs under any pretext or in any way.
外国国家违反国际法和国际关系基本准则，以各种借口或者依据其本国法律对我国进行遏制、打压，对我国公民、组织采取歧视性限制措施，干涉我国内政的，我国有权采取相应反制措施。
Where a foreign country violates international law and basic norms of international relations, contains or suppresses China on various pretexts or in accordance with its own laws, adopts discriminatory restrictive measures against any Chinese citizen or organization, and meddles in China's internal affairs, China shall have the right to take corresponding anti-sanction measures.

第十四条 任何组织和个人不执行、不配合实施反制措施的，依法追究法律责任。 Article 14 Any organization or individual that fails to implement or cooperate with the implementation of the anti-sanction measures shall be held legally liable according to the law.
第十五条 对于外国国家、组织或者个人实施、协助、支持危害我国主权、安全、发展利益的行为，需要采取必要反制措施的，参照本法有关规定执行。 Article 15 Where foreign countries, organizations or individuals conduct, assist in, or support acts that endanger China's sovereignty, security, or development interests, and necessary anti-sanction measures need to be taken, the relevant provisions of this Law shall apply mutatis mutandis.
第十六条 本法自公布之日起施行。
Article 16 This Law shall come into force on the date of issuance.
